Apparently, there are institutions and companies that would require their employees to have a uniform. As for lineworkers, this would include the overall apparel and the lineman boots.

In addition, there are companies as well that actually provide the lineman boots and tools to their respective lineworkers. For some reason, this is a standard that they are following for a much more presentable appearance in the field.
